A.10202 (Stirpe) – Unemployment Insurance Amnesty Program

 MACNY – The Manufacturers Association of Central New York supports A.10202 (Stirpe) that would create an amnesty program for employer contributions to the Unemployment Insurance Trust Fund (UITF).

MACNY is a not-for-profit association representing more than 300 businesses and organizations across 26 counties in Central/Upstate New York. About three-quarters of MACNY’s members are industrial companies that supply the region, state, and globe with a variety of products and services and employ thousands of individuals. In Central New York and throughout the state, many employers, of all sizes and in all sectors, faced state-mandated closures and other workforce challenges during the COVID-19 pandemic.

This legislation would establish an amnesty program for employer contributions to the UITF. It would provide delinquent employers with amnesty for interest owed if their owed balance is paid in full between August 1, 2022, and December 1, 2022. The Department of Labor would provide public notice of the amnesty period and send direct communication to employers with outstanding debts.

The proposal serves as a strategic opportunity to reduce unemployment insurance account receivables, increase UITF revenue, and provide interest relief to employers at a much-needed time. It also would encourage payment of monies into the UITF while making an allowance for employer fiscal constraints during the COVID-19 pandemic, all while helping with the state’s overall economic recovery.
